About Paul

Founding Principal, CivicMotion Consulting LLC — Urban Transportation and Organizational Advisory

My Story

I've helped improve urban transportation from within City Hall and across 30+ countries, advising mayors directly and holding executive leadership roles building and scaling organizations. That range of experience — spanning city government, civic-tech product leadership, consulting to local governments, and running a grant-funded nonprofit — has given me a firsthand view of transportation problems from nearly every angle.

Most recently, as Director of Programs at the Global Designing Cities Initiative, I oversaw a global infrastructure portfolio — street design and road safety programs reaching 35 cities, on a roughly $5M annual budget, with a team of 25 working across more than a dozen countries. That portfolio included the Bloomberg Initiative for Global Road Safety and the Bloomberg Initiative for Cycling Infrastructure (BICI), a competitive grant program supporting cities to build out their cycling networks. I also served as GDCI's Interim Executive Director from 2022 to 2023.

Whether leading or as part of a project team, I have a track record of tackling complex problems, technical or political, and turning them into meaningful, implemented solutions.

In the Field

I believe in sharing knowledge within our sector to help inform and inspire others to consider new methods and experience what others are doing — from cycling infrastructure in Milan, to community engagement in Fortaleza, to road safety in Hanoi.
